Most agency pages in this market answer this question with "it depends". It does depend, but that is not a useful answer when you are trying to build a budget. Here are the actual ranges, what sits inside them, and where the money goes first.
The short answer
A Dubai SME running paid marketing seriously is usually looking at AED 3,000 to AED 15,000 per month in ad spend, plus a management fee. Below roughly AED 3,000 a month in spend, the advertising platforms cannot gather enough conversion data to optimise properly, so results stay unstable no matter who is running the account.
That floor is not an agency trying to upsell you. It is how the auction works.
Ad spend, by business type
Typical monthly ad spend bands in the UAE market:
- Local service business - AED 3,000 to 8,000
- SME business-to-business - AED 5,000 to 15,000
- E-commerce - AED 5,000 to 20,000
- Real estate - AED 15,000 to 50,000
Real estate sits highest because the cost per click is highest and the sales cycle is longest. A brokerage paying AED 30 a click needs meaningful volume before the numbers mean anything.
Agency fees, separately
Management fees in this market run at 10 to 20% of ad spend, or a flat retainer of roughly AED 2,500 to 8,000 a month. Both models are normal. What matters more than the model is whether the fee is quoted separately from the spend.
Ad spend should go directly to Meta or Google from your own account. If an agency bundles spend and fee into one number, you cannot see what was actually spent or what it produced, and you do not own the account history when you leave.

Almost always Google Ads, if people are already searching for what you sell. Search captures demand that exists, so it produces enquiries fastest and tells you what language your buyers actually use.
Meta comes next, because it creates demand among people who were not looking yet, and it gets cheaper once you have search data telling you what to say.
SEO is the slowest and the one that compounds. It lowers the cost of everything else, but starting there when you need enquiries this quarter is the most common expensive mistake we see.
What "too cheap" looks like
An offer of AED 1,500 a month all-in, spend included, cannot work. After the fee there is not enough left for the algorithm to leave its learning phase. The account will run, the report will show impressions, and the phone will not ring.
What to ask before you sign
- Is ad spend separate from the fee, and does it go from my own account?
- Who owns the ad account, the pixel history and the audiences if we stop working together?
- What is the minimum you would want me to spend for this to be worth doing?
- What will you tell me in month one that I will not enjoy hearing?
An agency that answers the last one plainly is usually the one worth hiring.
